Description:
The management of hazardous waste is a critical component of the protection of environment and human health. Take part in RCRA Hazardous Waste Permitting and Compliance Programs to gain a working knowledge of the permitting and enforcement processes performed by the DEC. Internship activities may include tasks such as:
Regulatory Development
* Assist staff in the preparation of public outreach and technical assistance materials required for the regulatory rulemaking process.
* Responsible for locating and acquiring background documents required for regulatory rulemaking packages and hazardous waste regulatory fee bills.
* Work with staff on background research for new regulatory proposals.
* Authenticate and correct regulatory cross references.
Engineering Plan Review
* Assist science/engineering staff in reviewing work plans and engineering reports related to: groundwater monitoring data, soil vapor intrusion lab data, waste management site-practices
* Apply regulatory knowledge to identify work plan and engineering report completeness
* Become familiar with remedial methods pertaining to contaminants of concern commonly found in groundwater and soil environmental media
Data Management
* Evaluate manifest data from 2020 to 2022 with regards to missing annual report submittals.
* Evaluate historic formal enforcement cases to cumulate the use of individual violations to ascertain assessed penalties associated with each violation.
Document Management
* Work with staff to create guidance for revised boilerplate permit modules and attachments.
* Review permit applications for module/attachment completeness
* Collect annual Closure, Post-Closure, Corrective Action costs of RCRA facilities to verify RCRA Financial Assurance compliance
* Work with existing staff on updating existing compliance inspection forms to capture regulatory changes.
* Work with existing staff on developing hazardous waste outreach and guidance materials for internal and external websites.
Records Management
* Paper file management (sort/verify and cull/file).
* Electronic document management (scan/name/e-file).
* Records Retention (prepare and package records/create transfer lists/send to retention).
Skills:
Computer proficiency in MS Office
Visual Basic and data system experience
Phone, interpersonal and organization
Ability to work independently
