Proposal Information

Description:

The Student Assistant will be assigned to the Office of the Secretary within the Department of Public Service. The Secretary provides support to the Public Service Commission and is responsible for maintaining the records of the proceedings within the Department of Public Service. The Secretary provides for the coordination of the components of Public Service Commission proceedings that include, among others, issuing Notices in order to ensure that all interested persons have a fair opportunity to be heard. The Secretary also ensures utility and staff compliance with Commission orders. The Secretary also serves as the Secretary for the New York State Board on Electric Generation Siting and the Environment.

The Student Assistant will be assigned duties which include:

- Helping to prepare for monthly Public Service Commission session meetings by, inter alia, conducting the legal and/or policy research related to responding to Public Service Commission Commissioners' requests and inquiries.
- Review existing session processes with the goal of identifying changes that may help to facilitate and or streamline such processes.
- Assist with scheduling Commissioner briefings and coordinating Commissioner attendance at public statement hearings and other events that concern matters within the Public Service Commission's jurisdiction.
- Assist with review of Commissioners' meetings requests.
- Conduct research concerning the Open Meetings Law (OML) and rules of process/procedure applicable to the conduct of meeting of NYS agencies, particularly those subject to the OML.
- Help track Commissioners' voting records.
- Review/monitor major Public Service Commission policy and rate cases and help track/assess the Commissioners' interest in the same.
- Other research and assignments that assist with improving and supporting the monthly session process.
