Proposal Information

Description:

In New York State, when an agency wants to establish a position, the agency must send an application to the Division of Classification & Compensation (C&C) at the Department of Civil Service. The mission and goal of C&C is to ensure that equal pay for equal work applies in New York State and to maintain the State's Title and Salary Plan. To do this, C&C analysts comprehensively evaluate each request and determine whether it is appropriate for an agency to either establish the position with the title and salary grade requested or pursue an alternative course of action.

Our interns gain an exposure to human resource management, division operations, and how budget considerations affect agency operations. Intern duties will consist of a range of activities that include position classification and reclassification, title allocation and reallocation, preparation of Classification Standards, reviewing and analyzing requests for salary differentials, and special salary studies, as well as writing out-of-title work grievance recommendations. Duties performed in relation to these activities include research and data gathering, analyzing issues, preparing a variety of written materials including case analysis, correspondence, and classification standards, and discussing cases with Division staff.

Our goal is for interns to develop an understanding of how New York State government operates and the role that the Division plays in the maintenance of the State's personnel system. Graduate student interns work at a rate of $17 per hour. We are mindful of students' academic schedules and are willing to be flexible based on projects, studying, finals, and the like.
