Description:
The Labor Relations intern, reporting to the Director and working closely with Labor Relations Representatives, will observe first-hand how Labor Relations interacts with union officials and OCFS employees who are represented by unions.
The intern will have the opportunity to:
* Review investigative reports from both OCFS internal investigators and the NYS Justice Center for the Protection of People with Special Needs;
* Analyze investigative findings and prepare summaries of investigations;
* Draft proposed charges for Notice of Discipline;
* Represent (or assist in representing) OCFS at disciplinary arbitration hearings;
* Participate in the preparation of closing arbitration briefs; and
* Work with all levels of Agency supervisory staff to assist supervisors in the counseling and discipline process.
Interns will have the opportunity to interact with Agency and department leads from the following offices:
* Special Investigations Unit - To ensure that interrogations are conducted in accordance with OCFS policies and contractual union requirements;
* Bureau of Personnel - To gather accurate and up-to-date employee data for discipline purposes; and
* Deputy Commissioners of the Agency - To obtain authorization to proceed in the discipline process and discuss appropriate penalties.
