Proposal Information

Description:

The Office of Fire Prevention and Control needs to develop an Emergency Procedures Manual for the New York State Fire Academy. As part of this project, the intern would interview staff and municipal agencies to determine the expectations of building occupants and responding agencies, as well as determine capabilities of building and mechanical systems. The intern would research best practices for Emergency Procedures, and then incorporate best practices into the unique conditions that exist at the Fire Academy. The Emergency Procedures Manual will be an all hazards document that includes man-made and natural emergencies, both intentional and accidental. The Fire Academy is a residential facility that lodges students overnight and feeds students, instructors and staff 3 meals a day, 7 days a week when training is in session. As part of this project, procedures for Continuity of Operations may be considered, and could include contingency planning for loss of utilities, loss of heat, loss of communications, loss of water, and so forth. If time allows, the project would also include the development of training venues, including just in time training for arriving students, formal training for staff, and distance training for staff from across the state that frequent the fire academy but are not present at the academy on a full time basis. The development of refresher training and training for local municipal agencies would be additional project work if time allows. The project would be team based with assistance from Fire Protection Specialists and Supervisors (full time staff). The majority of the work would be accomplished at the State Office Campus (Building 7A), with occasional trips to the Fire Academy in Montour Falls, NY.
