Proposal Information

Description:

The mission of the Office of Civil Rights is to promote non-discrimination in New York State's Department of Transportation external operations and contracts, and to ensure compliance with Federal and State civil rights laws and regulations.

Areas of knowledge and expertise that is important to the Program Area:

Small, minority and women owned business development, i.e. training and technical assistance
individual skills training, and employment readiness development, Microsoft office suite, independent research.

Ability to create and maintain a database, collect information and create a report, organize meetings (conference calls and webinars), make initial contacts with firms and individuals.


Job shadow/exploration activities:

1) assist with orientation for newly certified DBEs,
2) assess the business management knowledge of all certified DBEs,
3) provide firm specific, region specific, and work classification specific training, and to
4) examine a variety of barriers to DBE participation on heavy highway construction projects
5) make DBEs aware of all of the advantages of being certified
6) facilitate opportunities to match prime contractors with DBEs
7) facilitate opportunities for DBEs to learn "Best Practices" from other DBEs.
8) examine market forces that present barriers to increased DBE contracting opportunities.

Intern will report to Supportive Services Program Manager.

The Program manager will direct or cause the direction of the following processes:
* Identifying the target audience(s) for the programs and services.
* Recommending core curriculum for program areas
* Recommending measurements
* Ensuring that the Program is compliant with the requirements of Title VI of the Civil Rights Act of 1964 and other applicable federal and state non-discrimination provisions.
* Developing a Project Management Schedule with defined roles, responsibilities and deliverables.
* Providing a finalized Management Plan.
