Law school in New York State, preferably Albany Law School
Description:
The intern will assist with legal duties at the New York State Gaming Commission which oversees all legal gambling in New York State including commercial casinos, horse racing, charitable gaming, Indian casinos, and the State Lottery. The Commission's main office is at One Broadway Center in Schenectady and the Commission has field offices in Manhattan, at every racetrack, and throughout New York State.
Interns at the Commission are exposed to a number of different experiences. These include assisting in administrative enforcement investigations and hearings, drafting new agency rules and preparing rulemaking documents, attending administrative hearings, researching statutory issues to provide internal legal advice to the Commission, and drafting memoranda for official Commission meetings. The Commission has a wide array of legal concerns including horse racing violations such as equine drugging, occupational licensing, racetrack oversight, human drug use cases, employee misconduct arbitrations, state lottery promotions and contracts, general administrative concerns (e.g., FOIL), and the introduction into New York State of commercial casinos.
DUTIES: Students at the Commission will be assigned such tasks as assisting hearing officers, doing legal research, preparing pleadings, organizing case files, contacting witnesses, drafting new rules and rulemaking documents, and drafting legal memoranda.
The Commission introduces Summer and Fall interns to horse racing by taking the interns to Saratoga Racecourse to see the flat track, observe the test barns where samples are collected from certain horses after each race, meet the commission staff, and view horseracing from the Stewards' stand at the finish line.
